How do you get access to the skinning area?

P.S. sorry about not using this area for my last one (problems with installing custom badges + banners,) but I didn't know this was here until you told me.

You've got access anyway, but if you want to post new topics then you have to be a Skinner and put in to the DoW Skinners group (like Mel_Danes and MadMaffMan, both of whom are members and have released some great skins).
