To make a skin? or to change one?

To change one you need a paint package that can save 32bit and 8bit grey scale TGA images (http://www.gimp.org for The Gimp, a very powerful free one) and the WTP Tool from Beroc to extract the TGA files from the WTP and to put them back into a WTP. You'll also need an SGA reader to extract the WTP files in the first place. The Dawn of War Mod Tools now has a "Mod Packager" which does that, or the What we know how to mod so far thread on the Relic forums has links to two SGA extractors as alternatives (I use SpookyRAT and it can save single files instead of extracting everything, which can be useful).

I was thinking i might try to make a new skin, unless there's a mod that allows you to paint individual components?

Something similar to this:

In the above example you can paint the helmet, torso, eaglewings, shoulder and trim, lower torso, feet, upper and lower leg, ...

Nope, colouring is done entirely through the texture WTPs and without managing to do a mod that completely re-writes the graphics engine for the game, it's unfortunately not possible to do it like the GW army painter. That's the reason why there are so many possibilities on the Space Marine skins that myself and others can do :)

Any art package - most people use Photoshop, it's just that if you don't have Photoshop then it's a little expensive to buy just to skin with! The Gimp is just a suggestion that's almost as powerful (not quite as user friendly) and free :)
