In fact a texture is a graphic file used for terrain, ie maps and a skin specifically describes a texture for a model (as it covers its skin). Here is the only difference.

Not entirely accurate. A texture applies to any 3D computer model. Terrain in the Dawn of War map editor actually uses what it calls "decals" for its specific items. I'm not sure what it uses for general texturing/colouring as I've never used the editor.
