Welcome to the forums. They are a bit quiet at the moment, but they're newly upgraded and updated.
If you're having problems with textures then make sure you've read the readme and try checking out the using skins/textures in Dawn of War FAQ.
If that doesn't help, post in the Skinning forum and we'll see what we can do
