Suspicious banner image - help needed

I've recently received a new submission that I've been putting off for a while. It's partly because it seemingly has next to nothing to do with 40K fluff (which is what the site's downloads are about - things that may be viable so that we don't get in to legal issues) and partly because I'm dubious as to where the image came from.

If people can look at the Brotherhood of Talos banner and tell me the source of the background image, if they know it, it'd be much appreciated.

I can't even begin to figure out what it is, the writing obscures it too much

Yeah, that's part of the problem. I'm dubious about his source, but I don't have a clue what it might be!

Oh well, it only has 33 downloads so far.
